This policy explains how CitizensOS handles public sources, methods, unknowns, freshness, corrections, identity, and the line between platform information and professional judgment.
Sources have different jobs.
Authority, operating detail, and context are not interchangeable. CitizensOS records which kind of source supports a claim and does not use contextual reporting as a substitute for governing material.
- Official authority
- Government pages, statutes, regulations, official program guidance, and regulator materials lead legal-status and program-rule research.
- Primary operating evidence
- Official forms, fee schedules, application instructions, and dated notices support process, timing, and cost claims.
- Secondary context
- Reputable research and reporting can explain context, but do not replace an official authority where one is available.

The sequence matters: a polished document or a green code check cannot skip source, review, publication, freshness, or correction gates.
Source package
Preserve the dated material behind a public claim before drafting the finding.
Claim mapping
Connect each material statement to its supporting source and record unresolved conflicts.
Review state
Keep source, methodology, counsel, and editorial review as separate recorded states.
Publication gate
Open a public reading route only when the content and delivery states both permit it.
Freshness window
Show when the material was reviewed and when another review is due.
Correction record
Keep material corrections with the publication instead of silently replacing history.
Unknown is a valid state.
Cross-border rules change, source packages can conflict, and a reader’s facts can be incomplete. The record should show that uncertainty instead of manufacturing confidence.
- If the canonical source package is missing, the finding does not publish.
- If sources conflict, the conflict and the last review date stay visible.
- If a publication becomes stale, it may remain listed as a record but cannot present itself as current.
- Missing reader information lowers confidence; it never becomes a legal right or eligibility determination.
Corrections stay attached to the record.
Send the page, the statement at issue, and a dated supporting source. No response time or outcome is promised; material changes are recorded with the publication when they are accepted.
