CitizensOS will publish an index only when readers can inspect what it measures, who it compares, which evidence it uses, and where the method stops being reliable.

What every published index must show

All six records must be accepted together. A source package, a method, or a dated title on its own is not a publishable ranking.

Direction
The question being answered, the meaning of a higher or lower score, and the decision the comparison is designed to inform.
Method
The variables, transformations, weights, scoring rules, and calculation steps needed to reproduce the result.
Population
The countries, programs, or other units included in the comparison, together with its inclusion and exclusion rules.
Edition
A dated release, source-review date, and version that identify which evidence and method produced the result.
Coverage
The source coverage, comparability constraints, and missing-data policy applied across the population.
Limitations
Known uncertainty, exclusions, judgment calls, and uses the ranking cannot responsibly support.
